Problems with registration provided by Count Me In
$71,000 owed to Bandits, nothing has been paid
Bandits are using paper registrations and checks payments rest of season
440 registrations of approximately 750 kids registered through Count Me In

Rule 1
  1. Suggestion to adopt “last 2 minutes keep in the box”, all grades. Approved, majority vote, 2 opposed.
  2. Penalty Time, team time out, injury/ref time out – stopped clock, all grades, timekeeper guidelines should be provided at   fields
  3. No need for this with no. 2 above.

Motion to table this rule change for this year with review of rule with coaches before games and pending improvements in ref training/interpretation.

  1. No real change, training issue.
  2. Report all Unsportsmanlike with 48 hrs to appeal.    Motion to require all unsportsmanlike conduct calls be reported to rules and regs committee for review within 48 hrs.  Cc’d to admins. Should include referee making report. Approved by majority show of hands. None opposed.

  2. Recommendation that clubs HIGHLY recommend all coaches obtain online level 1 certification. Motion to make level 1 online coaches take for 2010 season.

CYLA Rules & Regs. Changes Proposed for 2009
 
I. Clarification / Amending Existing CYLA Rules – Procedural (CYLA Update – 2009 Boys):
1.       20/10 – second rule to advance ball not in effect in any grades
                                (allow Officials to judge “stalling” last 2 minutes ?)
2.       Penalty time is stopped-time: during team time-outs, injury or official time-outs
3.       Last 3 minutes of game, team that is ahead cannot call time-out
 
II.   Suggested Rule Changes
1.       Remove “Body Checking” from 4th and 5th Grades, and become more consistent with US Lacrosse Boys Rules (Rule 5-3). This would remove the inexperience of Officials to make judgment calls regarding proper body check techniques: how many steps, excessive or not, late or not, upright or not, above waist –below neck, etc.
2.       Add language to CYLA Rules specifying “Take Out Check”
“A Take Out Check, as defined by the CYLA” is:
(Suggested language consistent with US Lacrosse Boys Youth Rules) “Body checking is permitted in Senior and Junior Divisions (6th -8th grades); however, no take-out checks are permitted by any player. A take out check is defined as any check in which the player lowers his head or shoulder with the force and intent to put the other player on the ground.”  The signifier for a CYLA Official should be when a player hits the ground after a body check, requiring a decision as to the “intention” and “excessive” nature in each instance, e.g. was it necessary in attempting to gain possession of the ball, or preventing a score? (NFHS: Unnecessary Roughness (5-8.3)
 
III.   Zero Tolerance of “Unsportsmanlike Conduct”
1.       stress officials to use existing NFHS rules, regarding “Unsportsmanlike Conduct”
(Officials must be clear on “Unsportsmanlike” vs. “Unnecessary Roughness”)
2.       Officials should report ALL “Unsportsmanlike Conduct” penalties by name and team to the Rules & Regs. Comm.
- Suggested Rule Change:
 “Unsportsmanlike” game penalty results in immediate one game suspension coach/player must appeal within 48 hours (requires change to 1.7.5.d)
- Suggested Rule Addition:
Three Unsportsmanlike Penalties per season result in immediate suspension of coach or player, pending a review by the Exec. Committee (add to 1.7.5.d)
- excludes any “Unsportsmanlike” penalties resulting from parent/fan behavior (club administrators need to address these)
3.       Specify CYLA process of “Game Incident Reports,” regarding behavior
- A formal “Game Incident Report” must be filed to the R & R Committee for action to be taken. The R & R Committee will interview all parties to gather unbiased information before recommending action to the Exec. Comm.
- Expediting “Letters of Reprimand” by the Executive Committee (amend rules?)
4.       Discuss the concept of “Field Monitors” or “Sideline Managers”
- Requiring each team to provide a Field Monitor/Sideline Manager for each game to police unsportsmanlike conduct by fans and monitor the game
- Information and training is available through US Lacrosse
5.       Recommended that two Officials be present for games grades 4 – 8 and one Official for 2nd – 3rd grades
                - Revise pay rate, not to ‘penalize’ having two Officials on the field
6.       Mandatory Level I Certification with Positive Coaching Component
-          Interim league class certification until US Lax Class available
 
CYLA will continue with current stick specifications, not NCAA 2009 rules. (It doesn’t appear NFHS has adopted the new stick regulations ?)
